Within the bracket we rank by cost per 1,000 rated puffs first, then adjust for flavor selection and how the device holds up in daily use. Puff ratings are manufacturer figures measured by machine; expect 20–40% fewer in real use, but since every brand tests the same way, the comparison holds. All devices are 5% nicotine unless noted.
